In order to connect to other devices, the Surface Arc Mouse uses a Bluetooth chip that is compatible with Bluetooth versions 4.0 and 4.1. Unfortunately, this is not correct. This mouse has only one button with a touch-sensitive surface. Because of that, you cannot right-click and left-click simultaneously.
